National Park Service Supervisory Park Ranger (Protection) in Whiskeytown, California

Summary This position is located in Whiskeytown National Recreation Area, in the Visitor Services Division. Responsibilities The creation of Whiskeytown National Recreation Area was a product of a developing conservation movement in America. The park is a result of both local and national forces that recognized the value of the area's natural resources for sustainability and conservation purposes. The park's evolution from its original concept as a 5,000-acre county park to a 42,000-acre national recreation area within the national park system is a testament to those political leaders who had the vision to pursue it. From its original conception in 1937 and through its congressional creation in 1965, Whiskeytown continues to evolve as a treasured place for nearly one million annual visitors. Whiskeytown Lake, created by an earthen dam on Clear Creek, is managed in partnership with the Bureau of Reclamation. The reservoir provides high-quality recreation opportunities because of its forested mountain setting and a mode of operation that keeps it full throughout the primary recreation season. In this regard, Whiskeytown is unlike most other major California reservoirs, including the two other units of the Whiskeytown-Shasta-Trinity National Recreation Area, which experience large drawdowns during summer months. At Whiskeytown, visitors can enjoy high-quality swimming beaches, lakeside camping, boating, and picnicking. Sport fishing is also a popular activity at Whiskeytown. While the primary focus for Whiskeytown visitors is water recreation, the park also contains cool rugged canyons, forests, streams, and waterfalls. Whether hiking, mountain biking or horseback riding, the land surrounding Whiskeytown Lake provides many opportunities for enjoyment. Whiskeytown Lake-itself-comprises less than 10% of the park's acreage; most of the park is the surrounding forested land. Elevations range from 800 feet in lower Clear Creek below Whiskeytown Dam to more than 6,200 feet atop Shasta Bally, the highest peak in Whiskeytown National Recreation Area. The natural vegetative communities at Whiskeytown are varied, with a mixture of mixed conifer forest, riparian communities, oak woodlands, and chaparral. These habitats provide shelter and sustenance to an abundant and diverse wildlife community, including numerous species of concern and other rare species, as well as providing highly desirable natural settings for recreation activities. The high-elevation forests have been profoundly infuenced by disruption of the historic fire regime, and today fire management plays a key role in the preservation and restoration of the natural communities in the park. Serves as a Federal Law Enforcement Officer, commissioned by the National Park Service as the Chief Ranger for Whiskeytown National Recreation Area under the direction of the Superintendent. Management: The Chief Ranger serves as the visitor and resource protection expert and member of the park management team to develop and implement management strategies. Personnel Management: Exercises the full range of supervisory duties. Develop park emergency response plans to ensure visitor and employee safety. Direct law enforcement personnel in the investigation of felonies and misdemeanors. Direct and manage a special park use program in compliance with legislation, regulations, and standard operating procedures in relation to special use permits. Directs and manages a program that includes emergency medical services, search and rescue services, boating safety, and dispatch services. Supervise through subordinate supervisors a remote pool of permanent, temporary, and volunteer staff to support a comprehensive visitor and resource protection program. Perform ALL aspects of hiring permanent and temporary staff and managing performance. Effectively deal with employee conduct and performance issues and resolve complaints and grievances. Assure that all supervisory management responsibilities are carried out in accordance with Federal laws, policies, and guidelines. Ensure that applications of equal opportunity principals are legal requirements to achieve a highly skilled and diverse workforce. Interpret and apply policy, guidelines, and best management practices to plan, manage and coordinate a complex visitor and resource protection program to meet park objectives with a remote staff of permanent and temporary employees and volunteers from multiple disciplines and program areas. Plan, schedule and direct work associated with visitor and resource protection programs. That includes front country and backcountry areas. Plan, schedule, and direct work associated with a 24/7 communications program and emergency incident communications center. Evaluate programs for effectiveness and compliance with regulatory and procedural standards to include control audits and implement corrective changes as necessary. Meet Selective Service Registration Act requirement for males Subject to pre-employment physical and drug testing. Must possess a Type I Law Enforcement Commission. New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty. Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency. Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Selectees will be expected to travel in (not pilot) a small single-engine aircraft. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.. Housing may be available. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to five nights per month for training or site visits. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-03/31/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. This is a secondary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. This experience includes activities such as: (1) leading the investigation of alleged violations of laws or regulations related to the protection, conservation, use, or management of natural/cultural resources; (2) protecting officials against threats to personal safety; (3) developing and implementing policies related to protection, conservation, or management of park areas or similar operations. You must include hours per week worked. Serves as a Federal Law Enforcement Officer, commissioned by the National Park Service. Serves as a senior law enforcement official in order to ensure the accomplishment of the law enforcement mission of the park. The Division's primary law enforcement rangers investigate, apprehend, or detain individuals suspected or convicted of offenses against the criminal laws of the United States committed within the jurisdiction of the National Park Service. Will be required to carry a firearm while performing duties and maintain firearm proficiency and must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. Condition of Employment to be completed once onboarded. Must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and participate in Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Education Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess 03/31/2023 a valid Type I Law Enforcement Commission (or equivalent). There is no substitution of education for experience at the grade level(s) of this announcement. This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Most of the work is carried out in an office setting. However, due to the high level of law enforcement activity the incumbent must retain a full authority law enforcement commission requiring physical involvement. To accomplish some facets of supervisory and inspection duties, there is physical involvement in hiking, climbing trails as well as occasional cross country travel including transportation by helicopter and fixed wing aircraft. Working Conditions: Most activities are performed in an office atmosphere. Although incumbent works indoors there are outdoor requirements with temperatures ranging from the mid-teens to over 110 degrees Fahrenheit and with elevation differences from 800 to 6,200 feet. Defensive law enforcement equipment is carried in accordance with NPS-9 and DM-446. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
