DHL Express, Inc. Regulatory and Public Affairs Manager (Location: Europe Wide) in Romania

Role Purpose:

DHL operates within a complex regulatory environment and it is important that DHL engages with the appropriate governments and authorities on a variety of issues. Key elements of this role will be to work with the country management and operations teams to understand and prioritise policy engagement where it will directly affect the DHL Express business. Supporting development of local community outreach plans/ external representations where appropriate and building on Public Affairs toolkits to support business operation and revenue protection.

Responsibilities:

Identify and advise management on the regulatory "landscape" in relevant country and link to European agenda; risks and opportunities affecting DHL's business

Contribute actively to the shaping of the company’s regulatory and public affairs strategy, including issue identification and formal engagement programme

Identify and map DHL’s key stakeholders in the agreed countries and develop a robust process for the implementation of agreed direction and accountability for engagement with stakeholders

Agree with internal stakeholders prioritisation of issues and agree reporting templates and tangible deliverables

To represent DHL with the political stakeholders and where appropriate support senior management with direct representation

Implement the communication plans identified as part of the regulatory and public affairs strategy

Implement the agreed regulatory and public affairs strategy

Monitor the legislative and regulatory development at agreed country (following overall European review) level

Provide regular reporting to management

Identify and develop position of the company on issues at hand, in conjunction with other regulatory functions

Reviewing consultation documents and identifying the impact on DHL, engaging with relevant specialists across the DHL network and globally to understand the potential impact

Gathering supportive quantitative and qualitative evidence to form a DHL position and writing a comprehensive informed response and subsequent position papers

Advocating the company’s position at national or local level (e.g. airports), in conjunction with local management, including writing position papers and making presentations.

Preparing presentations for senior management to support stakeholder engagement

Liaising with trade organisation, competitor organisations etc. to identify, coordinate and deliver industry wide perspective on complex business critical issues to pitch to relevant audiences

Managing and leading tours of DHL facilities for Government Ministers, MPs, MEPs, officials and other stakeholders. This includes presenting to them about DHL’s business, delivering key messages on policy an corporate issues, responding to questions and challenges from stakeholders

Skills Required:

Full driving licence - essential

5-7 years of experience in the management of public affairs in a multinational company, or as a lobbyist

Bachelor’s degree minimum (e.g. Law, Political Sciences)

Knowledge of at least one national Government political landscape within Europe – this experience will form the basis of the role and extending the number of countries within the role responsibility

Good knowledge and understanding of public affairs profession

Proven ability to influence at high level

Excellent knowledge of DHL's internal network – although this can be developed once in role – and the express and airline industries

A good grasp of business strategy and objective, and an analytical mind

Language proficiency in English and at least one other language (both written and spoken)

Understanding of competition law and working within competitive environment. (DHL training also provided)
