Microsoft Corporation Principal Program Manager TS/SCI, Azure Spectrum Technologies - CTJ in Redmond, Washington

The Azure Spectrum Technologies (AST) team seeks an experienced Program Manager (PM) to lead efforts in wireless sensing, communications, and processing. In this role, you will apply your technical knowledge of RF & wireless systems to bring the customers’ perspective to development initiatives, collaborating across teams to manage and deliver new spectrum capabilities and products. You will be the partnership and customer owner for emerging technologies working closely with the AST development team to embrace and solve exciting new challenges for customers & partners.

The AST team is part of Azure Special Capabilities, Infrastructure, and Innovation (ASCII), reporting to the CTO of Azure Global. ASCII explores new technology areas and applications, demonstrates break-through capabilities, and brings new approaches and solutions to address the needs of government and critical industries with Azure.

  • Grownew strategic relationships and lead existing engagements with external partners and customers - extending the reach of existing AST capabilities & products and identifying new opportunities.

  • Interact with external customers and partners to derive technical architectures, requirements, and develop program roadmaps.

  • Lead proposal efforts to position AST capabilities and products with government customers, and partners.

  • Execute new technical ideas that build on and enhance Azure’s cloud compute and networking.

  • Communicate, share ideas, and collaboratively work with partner teams, PMs, and leads.

  • Stay abreast and informed of the latest technologies and share your findings and insights about their utility and potential for our technical development efforts.


Required Qualifications:

  • Proven experience as an engineer or program / product manager on complex technical projects.

  • Experience in proposal writing, and track record of successful program management and capture.

  • Equipped to manage multi-year programs including technical feature & development roadmaps, resource requirements & allocation, and effective prioritization given needs of the market and our business.

  • Possesses a strong foundation of knowledge in technical topics pertaining to computer engineering, electrical engineering, computer science, and/or related disciplines.

  • Knowledge and experience in wireless technologies, cellular systems (e.g., 4G, 5G), spectrum policy, the telecommunications sector, electronic warfare, and/or electronic sensing.

  • Ability to collaborate within and across teams effectively.

The successful candidate must have an active U.S. Government Top Secret/SCI Security Clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination.

  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Desired Qualifications:

  • Experience using and collaborating withopen-source projects and technologies

  • Experience working with university or academic partners

  • Direct experience with software-defined radio (SDR) systems

  • Direct familiarity with the TCPED process

  • The candidate should be equally comfortable interacting with anyone: from a very technical developer to a business-focused executive.

  • Strong analytical and strategic capabilities, with excellent written and presentation skills

  • Experience with Government-focused and/or -funded projects and experience with Government customers
