Summary This position is located in DHS/U.S. Coast Guard, National Maritime Center, DEPUTY COMDT FOR OPERATIONS (CG-DCO) SUPPORT & OVERSIGHT BR - West), in Portland, OR. Responsibilities This position is located at the Regional Examination Center (REC). The incumbent is a specialist in the area of proctoring examinations for applicants of U.S. Coast Guard merchant mariner credentials. The incumbent is responsible for all activities related to the examination process and ensuring those activities are executed in accordance with governing regulations and policies. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Administering appropriate Coast Guard examination modules in accordance with the deck and engine guides to merchant mariner applicants who have been approved to test for particular credentials. Ensuring tests are updated and charts, test booklets, answers sheets and other applicable items are available during exams and then secured when not in use. Evaluating examinations results, and administers local pilotage route exams. Scheduling all examinations with applicants who have been approved to test for merchant mariner credentials. Recording all examination results in the Coast Guard Merchant Mariner Licensing and Documentation (MMLD) System Using standard computer word-processing software and other computer applications germane to the Marine Licensing and Documentation (MLD) program Interacting with the public and other government entities, by way of office visits, telephone calls, electronic mail, and/or written correspondence. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a National Agency Check with Inquiries (NACI). This position may require a one-year probationary period. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications At the GS-05 level: Applicants must have one year of specialized experience equivalent to at least the GS-04 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include: Experience preparing, administering, and grading examinations in accordance with statues, regulations, and policies, Experience providing in-person, written, and email correspondence to answer examinees and/or customers inquires, and Experience scheduling examinee and/or customer appointments At the GS-06 level: Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include: Experience preparing, administering, and grading professional licensing or credentialing examinations in accordance with statues, regulations, and policies, Experience providing regular in-person, written, and email correspondence to answer examinees and/or customers inquires, and Experience scheduling examinee and/or customer appointments using electronic appointment software National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
