Research Administrator, Proposals - Office of Sponsored Programs (2015976)Carnegie Mellon University is dedicated to building and disseminating knowledge through research and education. The Office of Sponsored Programs (OSP) contributes directly to this mission by providing comprehensive support to faculty and staff in the administration of externally sponsored research and education. The Proposal Team, within OSP, assists faculty and researchers in submitting proposals to sponsors and other parties (both corporations, and the government). Additionally, the OSP Proposal Team supports faculty and staff with questions on proposal concerns.The Research Administrator will provide professional-level research administration support for proposal development and submission, including but not limited to: proposal and budget review, review of agency solicitations and RFPs, and the completion of applicable representations and certifications. You must ensure compliance with all applicable policies and procedures, including OMB's Uniform Guidance and proactively provide customer support for Principal Investigators, business managers, department level staff, and Contracts Officers. You will be responsible to submit Federal and non-federal research and grant applications through electronic portals or other means, with or without inflexible deadlines.Core responsibilities include:Provide assistance with proposal development and budgetary compliance to campus community.Review of proposal package for compliance with sponsor and university requirements.Review and completion of representations and certifications for proposals and awards..Review completed proposal, approving it administratively for compliance with all applicable policies and procedures, and regulatory requirements.Submit proposals electronically using applicable submission portals by stated deadline.Provide informational assistance and training to business managers, principal investigators, and others, as needed.Qualifications:Bachelor's Degree is required.A combination of 3-5 years of experience in the following areas are required:Research administration activities, including proposals, adherence to regulations, compliance, etc.Experience with proposal budgets, including FandA costs for federal, non-federal and other proposals; knowledge of standard terms and conditions as they apply to university funding (e.g., DOD, NSF, NIH);Experience in a university research administration setting is preferred.Flexibility, collaboration, excellence, and passion are vital qualities within Carnegie Mellon. We are looking for someone who shares our values and who will support the university through their work.You should demonstrate:Ability to interpret and apply laws, regulations and policies as they relate to sponsored programs including federal, state, and local agency regulations/procedures, FAR, CAS, GAAP, and OMB Uniform Guidance governing research administration.Proficient with university electronic and budgeting tools, Microsoft Word and Excel, along with an understanding of databases.Ability to coordinate multiple projects simultaneously.Ability to work independently under pressure to meet inflexible deadlines. Ability to prioritize responsibilities in a team-oriented and dynamic environment. Strong ability to work in a collegial fashion.Knowledge of compliance issues regarding humans, animals, conflict of interest, etc.Familiarity with grants.gov, Research.gov, Fastlane, eRA Commons, etc. and other electronic research administration (ERA) issuesKnowledge of representations and certifications as components of proposal submissions and awards.Knowledge of and proficient in government electronic proposal system.RequirementsBackground checkMore InformationPlease
