Responsibilities

As a member of the Project Controls Section you will report administratively to the 252E group supervisor and programmatically to NISAR Project Business Manager and Earth Science Business Operations Manager. This is a lead position in the NISAR Project.

On a regular basis your responsibilities will include:

  • Monitors and reports project funding status to prevent misuse or delays in funding

  • Develops and maintains the Work Breakdown Structure (WBS), WBS Dictionary and Responsibility Assignment Matrix (RAM).

  • Leads the development of complex project task such as the project task plan which includes Statement of Work (SOW), Basis of Estimate (BOE), and Cost estimates while coordinating efforts with various laboratory interfaces.

  • Leads the development of project financial positions relative to the Institutional deliverables for the Planning, Programming, Budgeting and Execution (PPBE) exercise, Institutional Business Forecast (IBF), Cost Phasing, NASA Form 533 reporting, and monthly/quarterly reviews.

  • Leads the business team in development of complex and time-phased budgets and in accordance with complex schedule plans.

  • Produces/presents detail and summary financial reports to Project Business Manager (PBM)/project.

  • Leads the business team in implementation and verification of project’s complete cost and schedule integration, ensuring Earned Value Management (EVM) compliance.

  • Implements and oversees the liens process, reports the project Unallocated Future Expense (UFE) status.

  • Analyzes and reports complex project level performance management, ensuring compliance to EVM system validation criteria. Develops and implements corrective actions.

  • Mentors and coaches others internal and external to the business organization

Qualifications

  • Typically requires a Bachelor’s degree in Business Administration or a related discipline, with a minimum of 9 years of related experience.

  • Master’s degree in a similar discipline, with a minimum of 7 years of related experience; or a PhD in a similar discipline, with a minimum of 5 years of related experience.

  • The ideal candidate will have experience in: financial resource management, workforce planning, business forecasting, and funds administration.

  • Must have the ability to work independently and interface effectively with all levels of program/project management, technical organizations, subcontractors, bypass centers, and Sponsor.

  • Must be resourceful and self-motivated with excellent verbal and written communication skills.

  • Must be a strong user of Microsoft Office (Excel, Word and PowerPoint), Cobra, IBT, Data Extractor and/or Discoverer.Preferred qualifications:

  • Complete knowledge of Laboratory and NASA policies and procedures, and government regulations across a range of applications.

  • Previous experience in a project team environment with project reporting, integrated cost/schedule planning, and cost analysis.

  • Experience in integrated cost-schedule planning, EVM, and various performance measurement techniques.

  • Experience with cost-schedule baseline change control processes.

  • Working knowledge of Oracle Business Intelligence Enterprise Edition (OBIEE)
