The primary purpose of this position is to serve as a technical expert for contingency mobility and logistic planning within the Mobility Branch. Subject matter expert on all issues related to logistics support to nuclear operations, develops, recommends, approves, and publish logistic plans, policies, programs, procedures, and guidance for logistic and mobility support. Responsibilities Serves as a mobility planner responsible for centralized command and control, planning, execution of US Strategic Command (USSTRATCOM) deployment, expeditionary and emergency operations. Serves as a logistics plans and mobility advisor for logistics and mobility policy and procedures, providing support for USSTRATCOM Operation Plan (OPLAN), Concept Plan (CONPLAN), and other mission objectives. Serves as a focal point within the Directorate for DoD logistics plans management policy and procedures.Responsible for interpreting existing DoD, JCS, and other JOPES and logistics publications. Serves as a USSTRATCOM Joint Logistics Operations Center (JLOC) Battle Staff member. Participates and assists as a JOPES SME in various J3, J5, and other operational planning teams for conducting and planning USSTRATCOM exercises and contingencies. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate, and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Expert knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces. Knowledge of USSTRATCOM mission and the forces assigned is critical to capturing this information because of their unique mission requirements and in some cases, their cross mission integrations. Also, knowledge of the apportioned forces is critical to understanding the readiness of units that do not report to USSTRATCOM day to day, but can be tasked to support. In depth knowledge of logistics principles, practices and organizational structure needed to assess feasibility and effectiveness of a range of DoD plans and programs. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in Integrated logistics support (ILS) plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces.. 2. Through knowledge of the deliberate and adaptive planning process and the DoD planning, and budgeting systems. In depth knowledge of logistics principles, practices and organizational structure needed to assess feasibility and effectiveness of a range of DoD plans and programs. 3. Knowledge of or familiarity with Joint Staff Publications, directives, and regulations to support development in writing of USSTRATCOM OPLAN and CONPLANs, logistic annexes and other pertinent directives. 4. Ability to operate and maintain proficiency in all automation systems necessary for the successful deployment and redeployment of forces with the Defense Transportation System. (i.e., Joint Operation Planning and Execution System (JOPES), and Joint Planning and Execution Services (JPES)). 5. Knowledge and understanding of the relationships between USSTRATCOM, Task Forces, Joint Functional Component Commands, and various DoD departments. Ability to clearly articulate USSTRATCOM objectives, in group settings, garner required support, and build consensus using developed interpersonal skills. 6. Skill to gather, analyze, organize, lead or participate in special studies and present data with members from different organizations and commands to identify problems and develop innovative solutions. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintaining good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
