Kaiser Permanente Leader Strategic Implementation (Regional) in Oakland, California

Responsible for leading and managing multiple care redesign project teams in support of division and program-wide strategic initiatives and goals. Provides overall strategic direction for multiple complex projects. Applies proven project management methodologies throughout the project life cycle. Applies process improvement methods and tools to improve and/or redesign organizational business and clinical processes. Provides strategic direction to subordinate directors, managers, and professional staff. Directs all efforts to ensure highest customer/sponsor satisfaction.

Essential Responsibilities:

  • Leads project teams managing visible and complex projects in support of strategic division and program-wide initiatives and goals. Determines goals and priorities with project sponsors, senior executives, and key stakeholders. Leads the development of business cases including outlining proposed project structure, project budget, resource requirements, project approach and work plan. Ensures that evidence and leading practice updates are communicated and revised in clinical interventions. Assesses and communicates project status, key business risks and vulnerabilities to senior management.

  • Recommends appropriate action steps or interventions, and oversee implementation where appropriate. Provides visibility, and identifies key drivers, for all essential areas of performance. Provides leadership to subordinate directors, managers and project managers and oversees interpretation of business requirements and business analysis. Leads project managers to develop, maintain and implement specific project plans utilizing project management methodologies.

  • Negotiates with senior management on major revisions in targeted resolution date, time commitment, and/or resource allocation. Assists subordinate managers in negotiating directly with clients concerning the scope, objectives and delivery dates for projects. Provides direction to content experts of the responsible technical area. Eliminates/addresses barriers (resource, staffing, political) impeding the successful completion of project activities.

  • Leads project teams to strive for completion of milestones. Oversees project budgets ensuring that appropriate actions are taken to correct the budget variances and the budget is balanced at year-end. Has ultimate responsibility for ensuring customer/sponsor satisfaction, and through project management staff will develop standards, procedures, policies, and timely and accurate reporting processes designed to meet the project sponsors needs. Develops and fosters productive and professional business partnerships throughout the organization. Provides leadership to multi-disciplinary teams. Works collaboratively with all levels of staff in achieving desired outcomes.

  • Promotes a team environment and provides work direction and guidance, including professional development and training. Hire, coach, and manage professional staff. Coaches and mentors project managers regarding project challenges and career development.

Basic Qualifications:


  • Minimum ten (10) years of experience in business process redesign, consulting, and project management.

  • Minimum seven (7) years of experience managing or leading projects, data analysis or a team of analysts/consultants.


  • Bachelor's degree in business administration, economics, health care administration, operations research, public health administration, or other related field.

License, Certification, Registration

  • Demonstrated ability to lead multiple large team projects (both in size and scope) to successful completion and manage highly visible, sensitive business issues through influence, collaboration, and diplomacy.

  • Demonstrated ability to determine the key business issues and develop appropriate project plans from multi-disciplinary perspectives.

  • Proficient in team building, conflict resolution, group interaction and dynamics, project management, cost effectiveness, and budget management.

  • Understanding of and experience in business process improvement and the tools and data requirements for supporting an effective business process improvement practice.

  • Demonstrated ability to conduct and interpret quantitative/qualitative analysis.

  • Proven leadership skills in project management and consulting.

  • Excellent skills in complex analytic problem solving, customer service, project management, change management, and group process.

  • Must exhibit strong process orientation, efficiency, collaboration, candor, openness, and results orientation.

  • Must possess superior interpersonal skills (oral and written), coaching and mentoring skills, presentation skills, and must exemplify key leadership attributes.

  • Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

  • Report Development Experience

  • Application Development Experience

  • SAS Software Experience

  • Tableau Report Design Experience

  • Understanding of the operations of KP preferred.

  • Master's degree in related field.
