MSA Security, an Allied Universal® Company, is hiring a Air Cargo Specialist. The Air Cargo Specialist will contribute to the successful management of a TSA-regulated national canine screening program. The primary responsibilities of the Air Cargo Specialist include ensuring the team meets all deliverables, operates most effectively and efficiently, and provides overall support to the VP, Air Cargo Operations.
RESPONSIBILITIES:
Liaise with TSA and Client representatives, as well as both Industry and internal Stakeholders daily
Lead deployment planning in coordination with field staff, including technical and staffing requirements
Maintain policies, procedures, amendments, and other materials critical to and in support of Air Cargo operations
Perform internal certification planning and coordination with TSA
Create and maintain operational implementation plans submitted to the TSA
Manage monthly and quarterly audit tracking and reporting, as well as additional, ad-hoc reporting
Collaborate with Explosive Detection Canine (EDC) Handlers, EDC Supervisors and EDC Managers/Directors to ensure client and MSA requirements are met effectively and efficiently
Identify and troubleshoot challenges to program performance and profitability (i.e., Overtime, Non-Billable hours, staffing issues, etc.), and escalate to leadership when necessary
Ensure operations, policies and procedures meet TSA regulatory requirements for reporting
Manage and maintain the “3rd Party Canine (3PK9) Tracking” workbook which tracks all certified and decertified 3PK9 teams, the 3PK9 High Explosive (HE) Training, and the 3PK9 Internal Audit (IA) Training; and provide daily and ad-hoc compliance reporting
Maintain all 3PK9 supplies to include Air Cargo and postal sectors
Manage Informacast Notification Messaging system, and create and manage 3PK9-related distribution groups (i.e., 3PK9Management, 3PK9Ops)
Track all EDC Field Alerts and provide daily reports; analyze and provide high-value analytical ad-hoc reports to Air Cargo management; create and manage “Air Cargo Projections” report that captures air cargo needs across all regions throughout the United States
QUALIFICATIONS:
Must be a US Citizen (pursuant to government clearance requirements)
Must possess one or more of the following:
High school diploma or equivalent with a minimum of three years of experience working in a Transportation Safety Administration regulated environment
Bachelor’s Degree in Compliance or Business Management
Minimum of two (2) years of client-facing experience with a large multinational corporation
Minimum of two (2) years of program and project management experience consisting of multiple projects, varying scopes, and competing priorities
Proven ability to understand and address Air Cargo issues at the tactical and operational/technical levels
Demonstrated extreme organizational skills including attention to detail and multi-tasking skills
Proven track record managing multiple tasks simultaneously while producing quality work in a timely manner
Meticulous review and analysis of project tasks and timelines to ensure most efficient and effective use of material resources, financial resources, and manpower
Must be attentive and respond promptly to clients’ needs
Independent analytical problem-solving ability
Unique ability to analyze documents and reports quickly and accurately
Excellent written and oral communications skills
Proficient in Microsoft Office (Word, Excel, PowerPoint, and Outlook)
PREFERRED QUALIFICATIONS:
- Experience in law enforcement or a security environment
