SMSI is looking for a Safety Basis Analyst 4 for work at Los Alamos National Laboratory (LANL). This is a full-time position.

Job Description

Safety Basis Analyst 4 will work with nuclear and non-nuclear facility systems and accepted methods for mitigation of risk from hazardous materials or facilities. This function is primarily concerned with safety analysis associated with facility-specific systems and operations. Performs documented Safety Analyses and other Safety Basis documentation, providing qualified regulatory and safety basis support resources to various Laboratory organizations for meeting compliance requirements. Will lead and perform nuclear and non-nuclear risk and hazard analyses to ensure safe operation of nuclear and non-nuclear facilities. Provides procedural direction for development and implementation of safety basis documentation. Lead and perform hazard identification; facility hazard categorization; accident analysis; selection of controls; and development of associated safety basis documents including un-reviewed safety question determination; technical safety requirements, safety assessment documents, facility safety plans and analysis.

Job Duties

  • Safety and security are a primary responsibility for all Laboratory Assures safety and security compliance, maintains required safety and security training, , and makes safety and security an integral par of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

  • Provides accomplished nuclear and non-nuclear risk and hazard analyses for facilities, associated support equipment, and functional specifications and operations to control or eliminate hazards. Often time the action is self-initiated and virtually self-supervised.

  • Perform hazard identification, hazard analysis, facility hazard categorization, accident analysis, and selection of controls.

  • Analyzes the interrelationship of system safety basis requirements to facility design and process operations.

  • Develops and maintains safety basis documents for assigned facilities and/or Applies independent judgment for determining the course of action.

  • Leads and manages planning and evaluating changes in safety basis for operational/mission needs, construction projects and major modifications.

  • Independently assembles input values, executes and interprets results for multiple safety analysis computer codes and interpreting the models and their results.

  • Applies working knowledge and understanding of laboratory processes, structures, systems, and components to application of required safety basis principles.

  • Develops and implements elements of 10CFR830 Subpart-A Nuclear Quality.

  • Performs safety basis activities for unusually significant or complex issues for multiple facilities and provides creative solutions.

  • Provides extensive input to federal and state regulators through industry groups for the writing and revision of regulations.

  • Ensures all safety basis materials, processes and final products meet quality specifications and are completed according to established requirements.

  • Develops new methods, policy proposals or analytical approaches in the safety analysis area.

  • Participates in facility critiques and readiness reviews to provide safety basis support as requested.

  • Ensures safety basis work receives appropriate quality assurance reviews.

  • Ensures safety basis work follows requirements of the safety basis manual.

  • Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to safety basis.

  • Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.

  • Works toward qualification as a Safety Basis Analyst in multiple areas.

    Job Knowledge

  • Extensive knowledge of and experience with performing risk and hazard analyses for nuclear and non- nuclear facilities.

  • Considered an expert in the safety basis field and is fully qualified and assigned the responsibility to perform all core competencies for multiple functional areas as defined in ISD 114-8.

  • Extensive knowledge of and experience with nuclear, radiological, and toxicological risk assessment methodologies and consequence analyses.

  • Expertise in multiple safety analysis code applications and capable of independently formulating, executin and interpreting the models and their results.

  • Level of understanding that allows development of new methods or policy with Laboratory or National Nuclear Security Administration complex recognition as a leading expert in the field.

  • Advanced understanding of nuclear engineering concepts, hydro-dynamics, thermodynamics, nuclear particulate transport, health physiscs, nuclear particle physics, nuclear wate generation, storage and transportation, WIPP waste acceptance criteria, and fire modeling.

  • Knowledge of and proficiency in Department of Energy (DOE) standards on safety basis. Applies expert knowledge to influenced beneficial changes.

  • Expert ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.

  • Unique knowledge and demonstrated skill in literature review, investigating alternative solutions, and recommending solutions on problems affecting safety basis. Extensive knowledge of the dominant safety basis literature and as such is a resource for safety basis engineers.

  • Advanced skill to conceptualize and communicate complex/multi-dimensional elements of safety basis to both technical and non-technical personnel.

  • Expertise in developing/maintaining nuclear safety basis documents for facilities and systems with the ability to apply independent judgment for recommending possible course of action.

  • Experience performing Unreviewed Safety Question Determination.

  • Supports and implements software quality requirements for applicable Safety Basis codes per DOE and laboratory standards.

  • Develops audits, assessment scheduling processes that support Safety Basis Division and programmatic requirements.

  • Considered an SME in the safety basis field and is fully qualified and assigned the responsibility to perform all core competencies for multiple functional areas as defined in ISD 114-8

  • Demonstrated excellent oral and written communication skills.

  • Working knowledge of the functional area, business strategies, and company goals.

  • Knowledge of and proficiency regarding the Laboratory’s safety basis policies, practices, and procedures. Knowledge of legal requirements affecting safety basis and uses independent judgment in translating the requirements into action plans for compliant safety basis documents.

  • Extensive understanding of criticality safety, fire hazards analysis, natural phenomena, maintenance, huma factors, hazardous materials, facility operations, and environmental protection.

    Education

  • Position requires a Bachelor’s Degree in Engineering or Science related field from an accredited institution and 15 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

  • This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirement for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.
