Office of the Secretary of the Interior FINANCIAL SPECIALIST in Lakewood, Colorado

Summary This position is part of the IBC FMD Accounting Operations Division, Office of the Secretary of Interior. The incumbent will be responsible for performing financial management work relating to the financial activities of the Bureau. Responsibilities Plans and conducts financial management studies or projects that involve analysis of complex, interrelated administrative processes. Reviews and evaluate financial systems for effectiveness of internal controls to ensure the integrity of the organization?s financial information. Identify problems and discrepancies in a financial system in order to determine if adjustments or corrections are required. Review all applicable guidelines, handbooks, policies and regulatory guidance, in order to ensure the most up to date versions are available. Provide subject matter expertise, advise, and guidance on financial processes and problems to internal and external customers. Requirements Conditions of Employment U.S. Citizenship is required. Suitable for Federal employment, determined by background investigation. Direct Deposit of pay is required. Selective Service registration required for male applicants, unless exempt. Qualifications At the GS-12 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to the ability to demonstrate knowledge and understanding of financial management analysis practices, budget, regulatory, and legislative processes, including knowledge of congressional appropriations, and a thorough detailed knowledge and understanding of OMB policies, directives, and regulations as they apply financial transactions. Research, interpret, analyze, and apply federal law, basic accounting theories, bookkeeping principles, and government processing procedures and regulations. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Advancement to positions up to GS-5: Candidates may be advanced without time restriction to positions up to the GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non temporary competitive appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Education There is no educational substitution for this position.
