U.S. Coast Guard IT Cybersecurity Specialist (SYSADMIN) GS-2210-12/13 in Glen Burnie, Maryland

Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), Information Services Branch (ISB), Baltimore, Maryland. This position is on-site but may be authorized situational telework. Responsibilities This position serves as an IT Cybersecurity Specialist (SYSADMIN). This position will serve as a System and Network Administrator in the Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), Information Services Branch (ISB). This position will serve as a team member supporting the SFLC’s Business Systems, Surface Fleet, and Coast Guard Yard. This includes shore side Information Technology Systems, Products, Platform Information Technology (PIT), Platform Information Technology Systems (PITS) and Information Systems (IS). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical duties include: - Planning, testing, troubleshooting, and overseeing hardware and/or software installation - Install, configure, maintaining and improve SFLC & CG Yard Information Technology Systems and Equipment. - Developing and recommending processes, software, hardware, and procedures to ensure effective IT configuration management. - Supporting systems involving a wide variety of different platforms, operating systems, applications, and hardware, functions, and configurations - Install, update, and troubleshoot systems, servers, and network hardware and software. - Manage accounts, network rights, permissions, and access to systems and equipment. - Develop, document, and maintain baseline system settings, configuration, operating procedures, and security. - Diagnose faulty system/network/server hardware and perform repairs on fault system/server hardware. - Administer information technology and platform information technology and systems to includes planning, coordinating the installation of new equipment - Resolving installation problems, optimizing system performance, diagnosing, and recovering failed systems - Upgrading and maintenance of hardware, peripherals, and software applications - Modifying or developing business requirements for new or upgraded computer hardware or peripheral equipment. While most of the work of this position is sedentary, some work requires occasional lifting or moving of computing equipment. - Conduct a variety of duties related to Information Technology (IT) projects. Provide junior Cybersecurity Specialists and Information Technology Specialists with guidance, instruction, and assistance in supporting the SFLC, CG Yard, and Surface Fleet. - Provide comprehensive IT and Cybersecurity support to resolve complex support requests involving implementation, integration and configuration changes to server and workstation hardware, software, network, and telecommunications equipment. Analyze system performance of new and existing equipment to improve system and network configurations and their security posture. - Performing other Cybersecurity and Information Technology related duties and projects as assigned. -Occasional operations of a motor vehicle is necessary to travel to meetings and to/from support clients, customers, stakeholders and systems in the local commuting area. The work environment is typically in an office setting however, some projects may take place in a warehouse, storage, or industrial and maritime environment both indoors and outdoors. * Duties are written at the full promotion potential of this position. Qualifications To Qualify for the GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level. Specialized experience includes: - Knowledge of computer networking concepts and protocols, and network security methodologies - Knowledge of cyber threats and vulnerabilities - Knowledge of systems administration concepts - Skill in interfacing with customers, clients, and stakeholders - Skill in troubleshooting failed system components (i.e., servers, workstations, network equipment, etc.) - Skill in installing system and component upgrades (i.e., servers, appliances, network devices, etc.) - Skill in operating system administrations. (e.g., account creation/maintenance, data backups, maintaining system performance, installing, and configuring new hardware/software, etc.) - Ability to monitor measures or indicators of system performance and availability - Ability to accurately define incidents, problems, and events in the trouble ticketing system To Qualify for the GS-13: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-12) that is similar to experience gained in the federal sector. Specialized experience includes: - Knowledge of computer networking concepts and protocols, and network security methodologies - Knowledge of cyber threats and vulnerabilities - Knowledge of systems administration concepts - Skill in interfacing with customers, clients, and stakeholders - Skill in troubleshooting failed system components (i.e., servers, workstations, network equipment, etc.) - Skill in installing system and component upgrades (i.e., servers, appliances, network devices, etc.) - Skill in operating system administrations. (e.g., account creation/maintenance, data backups, maintaining system performance, installing, and configuring new hardware/software, etc.) - Ability to monitor measures or indicators of system performance and availability - Ability to accurately define incidents, problems, and events in the trouble ticketing system - Knowledge of risk management processes (e.g., methods for assessing and mitigating risks) - Knowledge of local area and wide area networking principles and concepts including bandwidth management - Knowledge of Virtual Private Network (VPN) security - Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth) - Knowledge of network protocols such as TCP/IP, Dynamic Host Configuration, Domain Name System (DNS), and directory services. - Knowledge of principles and methods for integrating system components - Skill in conducting system/server methods for integrating system components - Skill in correcting physical and technical programs that impact system/server performance - Ability to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation) National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement. Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2022 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement. Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.
