ICF is seeking a Financial Systems Consultant who will report directly to the Assistant Controller. The position is responsible for providing functional and operation system support and governance for all financial systems including Deltek Costpoint andTime and Expense, as well as, leading the migrations onto a newly designed version of Deltek Costpoint from Advantage and Vision for US subsidiaries, and legacy Costpoint operations. In addition, this role will lead the conversion from Deltek Expense to Concur first in the US, and ultimately Worldwide. The individual will coordinate with the Information Technology team and third party providers, if needed, to ensure delivery of the service levels in line with the service level agreements. T

Key Responsibilities:

  • Maintain system performance and appropriate monitoring to ensure quality performance metrics are established and followed

  • Establishes policies and procedures in coordination with the Information Technology team related to maintenance of the Financial Systems

  • Supports all financial systems and partners with IT to establish roles and responsibilities for Interfaces that connect with Financial systems

  • Coordinates with FP&A and Gov’t compliance to establish indirect rate pools, and execute in Costpoint

  • Negotiates amendments or new services and any other issues requiring contractual resolution of outsourced support providers

  • Collaborates with CIT to ensure support and patching and upgrade processes for all Finance related systems

  • Ensures that quality, customer satisfaction, and productivity measurements are tracked and reviewed with the Executive Leadership Team

  • Presents Efficiency Improvements to Senior Management

  • Establishes and maintains communication related to service level reporting, customer survey results and distributes to all related parties to ensure complete transparency of system support and governance

Education, Skills and Experience:

  • Bachelor's degree in Accounting or Management Information Systems is required

  • Advanced degree such as MBA or MIS is desired

  • Minimum 10 years of accounting experience

  • The candidate should possess a minimum 10 to 15 years overall experience in Deltek Costpoint in both the functional and technical areas with specific emphasis in the following:

  • Experienced in support administration and process improvement

  • Experience with system conversions, system upgrades and integrating acquired firms

  • Managerial experience with large teams

  • At least 10-15 years’ experience in a leadership role

  • Background in Government Contracting and demonstrates knowledge of CAS and FAR

  • Public company experience

  • Expert skills in MS Office (e.g., MS Word, Excel, PowerPoint, Access database management)

  • Proven ability to drive change

  • Ability to communicate confidently at the highest levels and build meaningful internal and external relationships

  • Comfortable working with executive leadership

  • Strong experience in systems support, team leadership, as well as establishing and managing service measures to ensure organizational effectiveness

  • Individual must be a proven change leader accustomed to working in a dynamic environment

  • Demonstrate a track record of delivering effective solutions and systems across multiple companies

  • Excellent organizational awareness and proven ability to operate in a matrix environment

  • Strong interpersonal, communication, and presentation skills
