State of Massachusetts MCDHH Human Resources Liaison in Boston, Massachusetts

The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH) seeks a dynamic and committed human resources leader who is pro-active, solution-oriented, and thrives in a collaborative environment. The selected candidate will serve as a resource and partner to the agency’s leadership team on human resources related issues. In addition, this position will liaise with the central Executive Office of Health and Human Services (EOHHS) Human Resources staff to ensure effective communication regarding human resources related issues. The incumbent must be adept at working independently and working as part of a team. The Agency Human Resources Liaison will assist in the implementation of human resources services and process improvement strategies that align with the MCDHH’s mission and advance the goals and priorities of the agency. MCDHH has approximately 55 employees working in a hybrid remote and in-office environment. The incumbent will deliver high-quality human resources support and services to MCDHH employees, managers, and hiring managers in critical areas, such as: staffing and hiring best practices, management hiring/promotions, and performance management processes. The incumbent will be a generalist, who will assist in executing routine HR related policies and procedures. This position will report to the Deputy Commissioner for A&F/ Chief Financial Officer, and will collaborate closely with other agency staff. /*Duties and Responsibilities (these are a general summary and not all inclusive):*/ * Partner with the agency’s senior management team and EOHHS Human Resources to implement secretariat human resources related policies and procedures. * Promote a collaborative, high performing workforce and work environment that is goal-oriented, impactful, and mission-driven. * Support MCDHH employees, managers, and the EOHHS Human Resources team on human resources related issues. * Ensure proactive communication and collaboration between MCDHH and EOHHS Human Resources. * Represent the agency in operational projects with EOHHS Human Resources, including the roll out of new hiring processes, pay equity evaluations, management salary adjustments, job classifications, and training of new HR systems. * Represent the agency when partnering with EOHHS’ Human Resources Business Partners and Labor Relations team, and the agency’s General Counsel onsensitive HR matters. * Support the agency’s diversity officer in tracking, and reporting on agency Diversity, Equity, and Inclusion (DEI) outcomes and measures. Complete the biennial Agency Diversity and Affirmative Action Plans. * Support the agency’s Sexual Harassment Prevention plan. * Serve as the Domestic Violence/Sexual Assault, Stalking and Safety Coordinator. * Serve as the agency’s Telework Coordinator. * Oversee and coordinate the timely completion of the performance management evaluation systems for management and collective bargaining staff. * Serves as training coordinator for MCDHH Staff * Provide technical assistance and support to MCDHH hiring managers in aspects of the hiring process. * Manage and continuously improve the agency’s orientation and on-boarding program for new hires. * Assist EOHHS HR with fact gathering and coordination of materials for grievances, labor, and other employee relations matters. /*Preferred Qualifications:*/ * At least three (3) years in an HR related role (in the capacity of a Generalist, Project Manager or Business Partner) working across multiple facets of Human Resources. * Ability to engage and develop relationships with agency employees working remotely. * Passion for innovative HR solutions and process improvement initiatives. * Articulate, diplomatic, professional, and able to offer advice and feedback that is constructive and helpful. * Highly collaborative style, neutral and flexible approach; willingness and demonstrated ability to work in teams, as both a lead and a supporting member. * Strong ability to solve problems and resolve difficult situations or conflicts using sound judgment, experience, and expertise. * Demonstrated ability to multi-task, work under pressure and perform a variety of tasks in a fast-paced, deadline driven environment. * Ability toprepare and handle confidential documents and sensitive information. * Understanding of the importance/commitment to diversity initiatives, including shaping and developing a positive, inclusive, diverse and supportive workplace culture. * Excellent interpersonal skills with the ability to collaborate with various EOHHS HR workgroups. * Excellent oral and written presentation and communication skills. * Ability to effectively assist in implementing new policies and procedures to achieve agency goals and objectives. * Working knowledge of federal and state employment laws, including EEO/AA/ADA laws, regulations, and policies. * Ability to fully utilize HRIS systems including personnel (HRMS) and recruitment (ATS), including Taleo experience. * Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint and Visio. * SHRM certification. * The incumbent should be knowledgeable in ASL Fluency or the have the ability to learn ASL in order to foster a communication accessible culture. */About the Massachusetts Commission for the Deaf and Hard of Hearing:/* The Massachusetts Commission for the Deaf and Hard of Hearing (MCDHH), established by Massachusetts General Laws, Chapter 6, Sections 191-197, under the Executive Office of Health and Human Services, is the principal agency in the Commonwealth on behalf of people of all ages who are deaf and hard of hearing.
