Harley Marine Services Operations Manager in Bayonne, New Jersey

Manage CLL Atlantic, including offshore and harbor vessels. Directly supervise tug and barge personnel. Develop marine operations and cost control programs for vessels. Hire, train and evaluate marine personnel as appropriate. Produce weekly operating reports. Assist in vessel scheduling as required. Assist Port Captains and Barge Operations Managers on administrative and operational needs.

  • Scheduling and coordinating the flow of work based on customer requirements for CLL Atlantic personnel, equipment, and resources.

  • Coordinate operational and administrative requirements with onshore resources.

  • Provides management and oversite for Barge Supervisors, Port Captains and Port Engineers.

  • Performs employee relations functions by responding to employee requests and questions

  • Point of contact for labor relations with Union and non-Union employees.

  • Work closely with CLL Atlantic commercial Manager to ensure proper vessel allocation.

  • Assist in development of systems to manage CLL Atlantic activities.

  • Supervise coordination of the flow of work based on customer requirements.

  • Attend local Harbor Safety Committee meetings and stay up to date on legislative and regulatory issues facing CLL Atlantic and its customers.

  • Act as liaison between customers and CLL Atlantic operations.

  • Maintain verbal and written communication with customers and CLL Atlantic employees.

  • Attend Company wide meetings that have impact on the CLL Atlantic operations.

  • Provide support to the billing and collection department and attend meetings as necessary.

  • Enforce policies and procedures as mandated by the CLL Safety Management System (SMS).

  • Review Crew schedules and optimize crewing metrics and overtime allocations.

  • Work closely with CLL Vetting Department to ensure CLL Atlantic vessels are fully operational and free of any restrictions. This includes SIRE inspections, Port State Inspections, and Customer vetting requirements.

  • Work closely with CLL Atlantic Engineering Team to ensure vessels are operational, and project budgets are documented and well communicated to Senior Management.

  • Five years working in the Maritime industry with a background in the petroleum transportation industry. TWIC mandated. USCG credentialed preferred.

  • Ability to work with others using courtesy, tact and good judgment.

  • Possess strong interpersonal, communication, organization, decision making skills and able to handle a multi-task environment.

  • Ability to successfully deal with complex situations surrounding operational and regulatory situations.

  • Ability to speak clearly and effectively in front of groups of customers or employees.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to write routine reports and correspondence.

  • Maintain confidentiality of all sensitive communications and documents.

  • Computer Skills: Microsoft Word, Excel, Power Point and Outlook.

  • Must possess required licenses and clean DMV record.

  • Work is performed in environments ranging from outside to inside, noisy to quiet, as well as in normal office environments. Regular and predictable attendance is a requirement. Weekends, holidays, frequent travel on short notice and long hours are worked as needed.

  • Office hours are Monday through Friday, 7:00 a.m. to 4 p.m. Evening, weekend and holiday work may be required as job duties demand.
